Software Development's universal condition

The universal condition for commercial software development is that there is inadequate time for doing the work.  This is pretty common in aggressively bid government contracts, too.  This seems to me to be a natural outcome of market forces.  It probably holds even for innovations, since in this case you’re competing with the other ways that your investors could make money.  So for software developers, the question is how to cope with the problem, rather than how to eliminate it.

The short answer is focus: identity the things that need to be done, prioritize them, and knock out the high-return tasks first.
